The artist was born in (the now affluent) West London, circa 1930, and enjoyed creating & sketching art from a young age.
Bill studied at the famous 'St. Martin's School of Art' (which in 1989 merged to become ‘Central St Martins’ (CSM) and part of 'University Of The Arts London') and amazingly gained a scholarship to study there shy of his sixteenth birthday.
As the 1960s came to a close, two significant things happened for Bill artistically. Firstly, he began creating stained glass and his regular paintings would now be exclusively Oil; secondly as the 1970s began, he took the leap and decided to become a full time professional artist.
For the next 30 years Tolley would become an endearing ‘Lowryesque’ painter that would win the hearts of gallery customers in the UK and beyond: having successful sell out art shows in North America, Australia, and interestingly in Malaysia to.
In the 1990s Bill’s limited edition prints where released by Solomon & Whitehead publisher (closed c.2009) and this would see his penetration going even further into the UK art market, with galleries up and down the land having his Air Balloon imagery in their windows.
Bill passed away in 2011 but his limited edition prints (some unsigned posthumous releases) and originals remain in demand from galleries and indeed at auction houses.
His unique artwork continues to find new admirers even now, such is the delight it brings to you, the viewer.
